This route renders by design (empty-state contract, ADR-0039 D-3) instead of falling through to a 404. The backing module will be wired up in its scheduled phase.
When live, this module will:
- Browse evaluation_ledger.md as a queryable table.
- Recall@10, NDCG@10, MRR, latency, cost trended per pipeline version.
- Compare two pipeline runs head-to-head with delta highlights.
- Capture-on-observation enforced by NN-7.
