Three Phase-G operational consoles in default-locked order: PLT-PROBE → PLT-WATCH → PLT-ONBOARD.

This route renders by design (empty-state contract, ADR-0039 D-3) instead of falling through to a 404. The backing module will be wired up in its scheduled phase.
When live, this module will:
- PLT-PROBE: corpus reconnaissance (LLM-driven probing methodology).
- PLT-WATCH: live infra + pipeline dashboards.
- PLT-ONBOARD: new-service bootstrap wizard.
- Default-locked ordering; only un-lock with an explicit governance commit.
