Chunking configuration + chunk-edit overlay (helm_overlay v0). Edits are stored in a shared overlay schema and merged at retrieval time.

This route renders by design (empty-state contract, ADR-0039 D-3) instead of falling through to a 404. The backing module will be wired up in its scheduled phase.
When live, this module will:
- Inspect chunk boundaries with bbox + segment-type overlays.
- Edit text, boundaries, metadata, or retire chunks (4 edit_kinds).
- Append-only audit trail keyed by (service_id, chunk_id, overlay_version).
- Per-service schema migration deferred to Phase D.5 (ADR-0042).
